Position Summary
The MEP Quantity Surveyor will manage cost control for all MEP scopes on building and infrastructure projects. You’ll prepare tender documents, quantify and value works, administer contract variations, and deliver accurate cost forecasts to support project teams through all delivery phases.
Key Responsibilities
Prepare tender and contract documentation—including RFQs, bills of quantities (BOQs), analysis reports and comparative statements—for MEP subcontract packages
Perform detailed quantity take-offs and cost estimating for mechanical, electrical and plumbing systems to produce reliable budget forecasts and cost-control analyses
Administer, review and negotiate variation orders (VOs), claims and change requests with subcontractors and suppliers
Prepare and submit monthly interim payment applications and support final account settlements, ensuring accuracy in valuation submissions
Coordinate with architectural, civil and structural teams to evaluate design changes and assess their cost implications
Maintain comprehensive project documentation and cost records throughout the project lifecycle
Provide commercial support and advice to project teams on contractual matters, cost-control strategies and risk mitigation
Required Qualifications
Degree or Diploma in Building/Quantity Surveying, Mechanical or Electrical Engineering, or equivalent
Minimum 3 years’ experience as an M&E/MEP Quantity Surveyor on medium- to large-scale construction projects
Proven proficiency in preparing sub-contract documents, managing variation orders and conducting spreadsheet-based cost analyses
Solid understanding of standard contract forms (e.g., FIDIC, SIA) and MEP construction methodologies
Strong numerical, analytical and negotiation skills, with excellent written and verbal communication abilities
Preferred Qualifications
Professional membership (e.g., AIQS, RICS) or relevant certification (e.g., Certified Quantity Surveyor)
Experience with specialized cost-planning software (e.g., CostX, Tally) and BIM-based take-offs
Exposure to data-centre or other high-specification MEP projects
Familiarity with Singapore building codes and statutory approval processes
