Position Summary
The HSE Manager will oversee all aspects of health, safety, and environmental management across multiple active construction projects in Abu Dhabi. The role requires developing and enforcing HSE strategies, ensuring legal compliance, conducting risk assessments, and fostering a culture of proactive safety throughout the organisation. This is a hands-on leadership role suited for an experienced safety professional with strong field experience and regulatory knowledge.

Key Responsibilities

  • Develop, implement, and maintain project-specific HSE plans, policies, and procedures

  • Monitor compliance with UAE legal requirements and international HSE standards

  • Lead site inspections, audits, and hazard identification processes

  • Conduct and oversee incident investigations, reporting, and root cause analysis

  • Deliver safety inductions, toolbox talks, and staff training programs

  • Liaise with subcontractors and client representatives to coordinate safety efforts

  • Maintain safety records, reports, KPIs, and ensure readiness for audits or regulatory reviews

  • Drive continuous improvement initiatives in health, safety, and environmental practices

Required Qualifications

  • Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or a related discipline

  • Minimum 10 years of experience in HSE roles, with at least 5 years in construction or infrastructure projects

  • NEBOSH International General Certificate or equivalent recognised HSE qualification

  • Strong understanding of UAE HSE laws, and practical site safety implementation

  • Excellent communication, leadership, and team coordination skills

  • Fluent in English; Arabic is an asset

Preferred Qualifications

  • ISO 45001 / ISO 14001 Lead Auditor certification

  • Experience with utilities, infrastructure, or heavy industrial construction in the UAE or GCC

  • Familiarity with digital safety management systems and reporting platforms
