Position Summary
The HSE/CSA Director will provide senior leadership and oversight of Health, Safety & Environment (HSE) and Civil, Structural, Architectural (CSA) delivery across high-specification construction projects in Taiwan. This is a strategic dual-role suited for an experienced leader capable of driving safety culture and ensuring engineering excellence in mission-critical environments. The successful candidate will ensure compliance, quality, and alignment with global standards while collaborating closely with clients, consultants, and contractors.
Key Responsibilities
Oversee HSE and CSA implementation across all phases of construction for high-risk projects (e.g., data centres)
Develop and enforce corporate and project-specific safety policies and procedures
Lead CSA design and construction reviews to ensure feasibility, compliance, and constructability
Conduct audits, inspections, and root cause analysis to address safety and structural issues
Coordinate with project managers, design consultants, and contractors to manage technical and safety risks
Provide leadership during commissioning and handover phases, ensuring all systems meet regulatory and client standards
Deliver performance reports and risk briefings to internal and external senior stakeholders
Ensure compliance with Taiwan’s local building codes and HSE regulations
Required Qualifications
Bachelor’s degree in Civil Engineering, Safety Engineering, Construction Management, or related discipline
Minimum 15 years of experience in HSE and CSA roles on major capital projects
Strong background in fast-track construction, preferably in data centres or mission-critical facilities
In-depth knowledge of international safety frameworks and engineering standards
Proven leadership ability in cross-functional and multi-national project environments
Fluent in English; Mandarin is highly advantageous
Preferred Qualifications
Master’s degree or certifications such as NEBOSH, CSP, Chartered Engineer, or PMP
Experience managing large-scale CSA and HSE delivery for clients in APAC
Familiarity with LEED, WELL, or other sustainability frameworks
Proficiency in digital safety management tools and BIM-enabled workflows
